Applications are invited from eligible Citizens of India for filling up 21 posts (05 Posts for Level 4/5 &16 Posts for Level-2/3) against Sports Quota (Open Advertisement) of North Western Railway for the year 2017-18. The candidates having Sports qualification can only apply. The applications for Level- 4/5 (Group ‘C’ Sixth PC Pay Band 5200-20200+GP 2400/2800) and Level-2/3 (Group ‘C Sixth P.C Pay Band 5200-20200+GP 1900/2000) posts, as given below is to be sent separately only by ordinary post (Courier post/Registered post/ speed post will not be accepted) to Assistant Personnel Officer (Recruitment), Railway Recruitment Cell, North Western Railway, Power House Road, Opp. DRM Office, Jaipur- 302006 or dropped in the Application Box kept in the office of RRC, Jaipur upto 17.00 hrs. of the closing date i.e. 18.09.2017. For candidates residing in Assam, Meghalaya, Manipur, Arunachal Pradesh, Mizoram, Nagaland, Tripura, Sikkim, Jammu & Kashmir, Lahaul & Spiti Districts and Pangi Sub-Division of Chamba District of Himachal Pradesh, Andaman & Nicobarand Lakshadweep islands and for candidates residing abroad, the closing date for receipt applications by Ordinary Post will be 03.10.2017 upto 17.00 hrs. Applications received after closing date and time will not be entertained.

No post is reserved for SC, ST and OBC. However the candidates claiming to belong to SC/ST/OBC communities are required to enclose photocopy of Self Attested Caste Certificate issued by Competent Authority.

{2} Norms for recruitment:-

(I) Norms for Group‘C recruitment: {05 Vacancies in Pay Level 4/5 (As per 6th P.C PB-I,  5200-20200 with GP  2,400/2,800)}

Minimum Educational Qualification : Graduate or its equivalent by a recognized university.

Sports Achievements – Eligibility Norms:

a. Represented the Country in Olympic Games (Senior category) OR

b. Obtained at least 3rd position by representing the Country in the World Cup (Junior/Senior)/ World Championships (Junior/Senior) /Asian Games (Senior)/ Commonwealth Games (Senior), except Gold Medal in Asian Games.

(II) Norms for Group ‘C recruitment {16 Vacancies in Pay Level 2/3 (As per 6th P.C PB-I, 5200-20200 with GP  1,900/2,000)}

Minimum Educational Qualification : 12th (+2 stage) or its equivalent by a recognized board of education.

Sports Achievements – Eligibility Norms:

a. Represented the Country in the World Cup (Junior/ Senior), World Championships (Junior/Senior), Asian Games (Senior) & Commonwealth Games (Senior) OR

b. Represented the country and obtained at least 3rd position in the Commonwealth Championship (Junior/Senior)/ Asian Championship/Asia Cup (Junior/SeniorVSouth Asian Federation (SAF) Games (Senior), USIC (World Railways) Championships (Senior category) OR

c. Represented a State or equivalent unit and obtained at least 3rd Position in Senior/Youth/Junior National Championships OR

d. Represented a State and obtained at least 3rd position in National Games organized under aegis of Indian OlympicAssociation OR

e. Represented a University and obtained at least 3rd position in All India Inter University Championship organized under the aegis of Association of Indian Universities OR

f. Obtained 1st position in Federation Cup Championships (senior category).

NOTE

(a) All the eligibility championship mentioned above in para 2 (I) & (II) should be conducted under the aegis of recognized International/National/State sports federation and also recognized by Railway Sports Promotion Board.

(b) In Athletics, medal winning performance in National Inter State Senior Athletics Championship may also be considered for recruitment against the post in Pay Level 2/3 (As Per 6th P.C. PBI ₹ 5200- 20200 with GP ₹ 1,900/2,000)}

(c) In Badminton and Table Tennis, sportspersons may also be considered for recruitment on the basis of their current Annual All India Rankings, in different Grade Pay and Pay Bands, as per following criteria:-

Only the current Annual All India Ranking shall be considered for these purposes. Ranking in Mixed-Doubles shall not be considered.

(d) In Shooting, for recognized domestic championships, only the individual performance shall be considered for recruitment purpose. All India G.V. Mavlankar Shooting Championship is not a recognized championship for this purpose.

(e) For recruitment of sportspersons on the basis of sports achievements in Junior National Championship, the age group as indicated shall only be considered; Archery (Men & Women) Under -19, Athletics (Men & Women) – Under – 20, Badminton – (Men) – Under-19, Boxing (Men) -17-18 years, Cross Country (Men & Women) – Under – 20, Cycling – (Men) Under 19, Kabaddi – (Men) Under -19, Power lifting (Men & Women) – Under – 23, Shooting (Men) -Under -21, Table Tennis-(Men)-Under-17.

(f) All the recruitments against Open Advertisement Quota shall be at the minimum of the Level/scale of pay.

{3} Age Limit:- Minimum 18 years and maximum 25 years as on 01.01.2018. {4} Period of reckoning sports achievements :- Only those Sports persons who have acquired the sports achievements – eligibility norms in the championship on or after 01/04/2015 and are active will be eligible to apply for appointment against Sports Quota. For validity of sports achievement, concluding day of the championship/event shall be taken into account. {5} Examination Fee :-

(i) For All Candidates except those mentioned in sub- Para (ii) below: ₹ 500/-(Rupee Five Hundred Only)

(ii) For candidates belonging to SC/ST/Women/Minorities and Economic Backward Classes : ₹ 250/- (Rupee Two Hundred Fifty Only) with a provision for refunding the same to those who actually appear in the trial and produce their original caste certificate.

(iii) DD/IPO should be drawn in favour of “North Western Railway Sports Association”, payable at Jaipur/G.P.O. Jaipur. Candidates are advised to fill DD/IPO details in application form in the space provided for the same.

(iv) Minorities meaning Muslims, Christians, Sikhs, Buddhists, Jains and Zorastrians (Parsis). For claiming waiver of examination fee, Minorities candidates should furnish ‘self declaration’ as mentioned in Annexure-ll along with Application Form, At the time of Trial/ interview, such candidate claiming waiver of examination fee will be required to furnish ‘minority community declaration’ affidavit on non-judicial stamp paper that he/she belongs to any of the above minority communities. If the affidavit is not produced during Trial/ interview, their candidature will be rejected.

(v) Economically backward candidate means those whose annual family income is less than Rs. 50,000/-. They have to submit income certificate at the time of applying in the prescribed format as given in Annexure-ll I on the letter head of the issuing authority.

{6} Address for sending of application :-

Applications duly filled in prescribed format as Annexure-I along with required self attested documents should be sent only by Ordinary Post in a closed envelope or dropped in the application box provided for the purpose in the address mentioned in table below. Applications sent by Registered Post/Speed Post/Courier/By Registered AD will not be accepted. No receipt will be given at any counter. On the top of the envelope “APPLICATION FOR RECRUITMENT AGAINST SPORTS QUOTA FOR THE YEAR 2017-18” should be super scribed. Any deficiency/discrepancy found in the application form and documents submitted by the applicant will render the application invalid.

{7} Recruitment Procedure:-

Selection will be conducted by North Western Railway, Headquarter, Jaipur. Selection of candidates will be based on their achievements in relevant sports, educational qualification, general intelligence, personality, game skills, physical fitness and observations of coach & trial committee during trial. All eligible candidates will be called for Trial and after Trial only the FIT candidates will be called for Interview. Candidates declared NOT FIT by the Trial Committee will not be assessed further.

{8} Important Instructions :-

(8.1) Candidates should bring all documents attached with application form in Original along with one set of self attested photo copies (Date of Birth Matriculation or equivalent Certificate, Educational Qualification, Sports Achievements, Caste Certificate etc) on the day of trial and interview, without which they will not be allowed to appear in the Trial/interview. Certificates in languages other than English or Hindi should be accompanied by a self attested translation in English/Hindi.

(8.2) No TA/DA/Accommodation will be given for appearing in the selection trials/ interview. Applicants will have to bring their own playing kit. They may also be required to stay during the selection for 2-3 days, for which they have to make their own arrangements. The Railway Administration have all rights reserved to fix any date, as deemed suitable, change place or postpone trials/interview (at its own convenience), or even cancel trials due to unforeseen circumstances against which no claim will be accepted. Selected candidates will be posted anywhere on North Western Railway.

(8.3) Candidate applying for more than one game/event shall submit separate applications with separate DD/IPO as fee and documents for each event.

(8.4) Candidates serving in any Centre/State Government Department including Railways or Public Sector Undertaking should apply through proper channel or should apply directly to the RRC with NO OBJECTION CERTIFICATE from the employer to avoid delay. The last date of receipt of applications in the office of Railway Recruitment Cell will not be extended on account of any delay in transmitting the application by the office concerned. Advance copy of the application without No Objection Certificate will not be entertained. Applications received after closing date and time will also not be accepted.

(8.5) Candidates should be in readiness to appearforthe Trials etc. at short notice after the last date for submission is over.

(8.6) Candidate’s admission at all stages of the recruitment will be purely provisional subject to satisfying the prescribed eligibility conditions. Mere issue of call letters to the candidate will not imply that his candidature has been finally cleared.

(8.7) Specific category/post in Level-4/5 and, Level-2/3 and place of posting will be decided bythe Appropriate Authority afterfinalization of panel.

(8.8) Selected candidates will have to undergo training wherever training is prescribed for the post.

(8.9) Sports persons recommended for appointment will have to pass medical test prescribed forthe post to which they have been recommended.

(8.10) The decision of Railway Administration/Selection Committee in all matters relating to eligibility, acceptance or rejection of application, final selection, offer of appointment, suitability to North Western Railway/Indian Railway and assigning of Post & Pay Level/Grade Pay etc. will be final and binding on the candidates and no inquiry or correspondence will be entertained in this connection.

(8.11) Candidates should submit their application form in good quality A/4 size paper in prescribed format as Annexure-I given in notification duly completed in all respect with self attested photo copies of necessary enclosures (certificate of age, education, sports achievements, caste/community etc.)

(8.12) Application should be filled up by candidates in their own hand writing either in Hindi or in English language.

(8.13) Sportspersons having sports norms for higher Pay Level/Grade Pay and applied against the vacancies for the lower Pay Level/Grade Pay, will be considered for applied level only.

(8.14) Selected candidates will have to submit “Service Bond” of 5 years at the time of appointment.

(8.15) Sportsperson recruited against sports quota shall be terminated from service, if the information and documents furnished by him/her for recruitment, are found incorrect/fake at any stage; observing requisite procedure for such termination.

{9} INVALID APPLICATION :- Any of the following deficiencies/ discrepancies found in the application form and documents submitted by the applicant will render the application invalid/ Reject :-

(9.1) Applications not in prescribed format and incomplete (Any column left blank) or illegible applications.

(9.2) Applications without photograph, LHT impression, unsigned application or signature in capital letters & invalid IPO/DD (DD/IPO before issuing of notification will be rejected).

(9.3) Applications withoutfee or less fee.

(9.4) Applications without proof of date of birth, educational qualifications, sports achievements etc.

(9.5) Overageorunderage.date of birth not filled or wrongly filled.

(9.6) Self-attested photocopies of requisite certificates not enclosed.

(9.7) Application received after the closing date of notification.

(9.8) Not having requisite Sports qualification at the time of applying.

(9.9) Not having requisite educational qualification atthe time of applying.

(9.10) Single application for two or more events/Game.

(9.11) Vacancy not notified for applied Game.

(9.12) Any other irregularities which are considered invalid by RRC.

{10} Impersonation/Suppression of facts/warning:-

(10.1) No candidate should attempt impersonation or take the help of any impersonator at any stage of the selection process. Such candidates will be debarred for life from appearing in all RRB/RRC examinations as well as debarred from any appointment in Railways; in addition, legal action may be taken against the candidate.

(10.2) Any material suppression of facts or submitting of forged certificates/caste certificate by a candidate for securing eligibility and/or obtaining privileges, including fee exemption for appearing in the selection trial shall lead to rejection of his/her candidature for the particular recruitment for which he/she has applied. Further, he/she will also be debarred from all examinations conducted by all RRB/RRC over the country for a period of 2 years and legal action may be initiated, if warranted.

{11} Candidates who have been debarred for life from all RRB/RRC examinations or candidates who have been debarred for a specified period which is not yet completed need not apply in response to this employment notice. Their candidature will be rejected during any stage of recruitment as and when detected.

{12} All these recruitments of sportspersons will be dealt as per Railway Board’s letter no. 2010/E(Sports)/4(1)/1 (Policy) dated 31.12.2010 (RBE No. 189(B)/2010) read with modifications issued from by the Railway Board from time to time.

{13} Any subsequent changes in the terms and conditions of the Employment Notice as per extant rules will stand good. RRC reserves the right to consider/incorporate any subsequent changes/ modification/additions/cancellation in the terms & conditions to recruitment under this Employment Notice as and when applicable.

{14} Candidates selected through Sports quota will have to perform in his/her field of sports for a minimum period of 5 years. His/Her performance will be assessed during first two years of service (Probation period). In case performance is not found up to the mark, his /her service is liable to be terminated.

{15} The date, venue and time of the trial will be intimated to the eligible candidate through Registered/Speed post only.

{16} RRC reserves the right to reject the candidature of any applicant at any stage of the process of recruitment, if any irregularity/deficiency is noticed in the application.

{17} Forany Legal Dispute, the Jurisdiction will be Central Administration Tribunal, Jaipuronly.

{18} In the event of any dispute about interpretation or any mistake, the English version will be treated as final.

Note Economically backward classes will mean the candidates whose family income is less than Rs. 50000/- per annum. The following authorities are authorized to issue income certificates for the purpose of identifying economically backward classes:-

(i) District Magistrate or any other Revenue Officer upto level of Tehsildar.

(ii) Sitting Member of Parliament of LokSabha forpersons of theirown constituency.

(iii) BPL Card or any other certificate issued by Central Government under a recognized poverty alleviation programme or Izzat MST issued by Railways.
