Online applications are invited from Scouts & Guides persons having minimum educational and Scouts & Guides Qualification as given in Para 2 & 3 below, for recruitment in Grade Pay Rs. 1900 and 1800 (Revised Pay Scale after 7th CPC Pay Matrix Level – 02 & 01) against Scouts & Guides Quota 2017-18 on North Central Railway till 23:59 Hrs of closing date for the quota as indicated below:

The candidate may apply for Grade Pay Rs. 1900 (Pay Matrix Level – 02) or Grade Pay Rs. 1800 (Pay Matrix Level – 01) or both.

The above quota is open to all candidates provided that he/she is fulfilling the prescribed norms.

Note: Candidates willing to apply for both the categories should fill/tick both the categories while applying. Examination fee, as applicable, has to be paid separately for both the category.

2. Educational Qualification:

(a) For GP 1900/- (Pay Matrix Level  02): The candidate should have minimum qualification of Intermediate or equivalent examination passed with 50% aggregate from any recognized Board/University. The condition of 50% marks is not to be insisted upon in case of SC/ST/Ex. Servicemen.

For Technical Posts candidate shall be passed out Act Apprenticeship/ITI. Certificate of Act Apprenticeship/ITI must be approved by SCVT/NCVT.

(b) For GP 1800/-(Pay Matrix Level  01): The candidate should have minimum qualification of 10th pass or ITI or equivalent examination passed from any recognized Board.

3. Minimum Scouts & Guides Qualification: The candidate should possess the following certificates in support of his/her Scouts & Guides qualification:-

(a) A President’s Scout/Guide/Ranger/Rover OR Himalayan Wood Badge (HWB) Holder in any section;

(b) Should have been an active member of a Scouts organization for at least 5 years. The ‘Certificate of Activeness’ should be as per Annexure ‘C’ and

(c) Should have attended two event at National level OR All India Railways’ level AND Two events at State level.

4. Age: (a) Candidates applying for Grade Pay Rs. 1900 (Pay Matrix Level  02) i.e. Catg. No. 1 should be aged between 18 to 28 as on 01.01.2018. (i.e. he/she must have been born not earlier than 02.01.1990 and not later than 01.01.2000)

(b) Candidates applying for Grade Pay Rs. 1800 (Pay Matrix Level -01) i.e. Catg. No. 2 should be aged between 18 to 31 as on 01.01.2018. (i.e. he/she must have been born not earlier than 02.01.1987 and not later than 01.01.2000)

4.1 Relaxation of Age: The upper age limit as mentioned in Para 4 (a) & (b) is relaxable as under subject to submission of requisite certificate.

5. Mode of Selection:- Recruitment should be done at the Zonal Administration level. The candidates, who apply in response to the notification and are found eligible for consideration for appointment against Scouts & Guides quota, shall be assessed on the basis of following criteria:-

(A) Written Test
The Written test will consist of 40 Objective Question (40 marks) & 1 essay Type Question (10 marks) relating to Scouts & Guides Organization and its activities and General Knowledge for Grade Pay 1900/- (Pay Matrix Level – 02) and Grade Pay Rs.1800/- (Pay Matrixl_evel-01).AsperSyllabusgiveninPara6.

Candidates will have to appear in the written test to be conducted by Headquarters’ office at Allahabad on a particular date candidates declared eligible in written test have to attend the Scouting Skill Assessment and Certificates Verification.

6. Proposed Syllabus for selection under Scouts & Guides Quota: “History of Scouting/Guiding; Law & Promise; Organization – District & State level; Training Centre -District & State Level; Knowledge of Book; Scouting for Boys/Guiding for Girls in India, Motto, Left hand Shake; Salute; Prayer; Flag Song; National Anthem; Know the National & Scouting flags; Social Services at Various Occasions; Hiking; Proficiency Badges; How these are earned; Stages in Scouting/Guiding; Thinking Day; Progressive Training of Scouts / Guides / Rovers / Rangers; Pioneering; Handicrafts: Indian Railway Jamborette; National Jamboree; Jamboree on the Air. Organization at National level; National Training Centre, WAGGGS / WOSM- Uprashtrapati Award Competition; Prime Minister Shield Competition; Community Development Programme; Aims and Methods of Scouting; How Scouting is useful in producing better citizen?

7. Conditions for recruitment:

7.1 Before applying candidate should ensure that he/she fulfils the minimum eligibility norms.

7.2 Before posting against any working post the candidate will have to pass the requisite medical examinations prescribed for the post conducted by the Railway administration.

7.3 For posts where there is initial training prescribed, candidates has to qualify the training before posting.

7.4 Selected candidates, if posted as Clerk cum Typist have to acquire typing skill within a period of 2 years from the date of appointment at the speed of 30 words per minute in English or 25 words per minute in Hindi on Typewriter and if typewriting skills are tested on Personal Computers (PCs), then 40 words per minute in English or 35 words per minute in Hindi. If they do not acquire the requisite typing skill within two years, no additional time will be given and services of such candidates will summarily terminated.

7.5 A caste certificate on the prescribed format for recruitment in Central Government services issued by the competent authority in the case of SC/ST/OBC should be uploaded for the purpose of taking relaxation as admissible.

7.6 Selected candidates will be utilized by the administration for arranging activities/events etc. whenever need arises and they will also continue to perform the duties of the posts on which they shall be posted.

7.7 The Selected Candidates can be posted anywhere & on any posts as per administrative requirements.

8. Serving candidates:

Serving Railway staff and those working in Quasi-Administrative offices of the Railway organization such as Railway Canteens, Co-operative Societies and Institutes should have to upload No Objection Certificate (NOC) issued by their employer.

9. EXAMINATION FEE:

9.1. For all candidates except those mentioned in Para 9.2 below 500/- (Rupee Five Hundred Only) 9.2.For candidates belonging to SC/ST/Ex-Servicemen/Persons with Disabilities (PWDs), Women, Minorities and Economic Backward Classes ₹250 ((Rupee Two Hundred Fifty Only) with a provision for refunding the same to those who actually appear in the written examination.

9.3. Economically Backward Classes candidates means those whose annual family income is less than Rs. 50,000/-. They have to upload EBC certificate on prescribed format as perAnnexure-D.

9.4. The examination fee is non-refundable (except those mentioned in Para 9.2). It should be paid ONLINE using internet banking or debit/credit cards (service charges apply for all which will be borne by the candidates). Applications not accompanied with examination fee, wherever required, will be summarily rejected.

10. HOW TO APPLY:

10.1. Candidates can apply through ONLINE mode by visiting the website of http://www.rrcald.org. Before applying, candidates are advised to go through the instructions available on the website. The onus is on the candidate to prove that all the information provided/ submitted by him/her in the application is true.

10.2. Candidates are required to go to the link provided for filling ONLINE application and fill up the personal details/BIO-DATA, fee paid etc. carefully.

NOTE-I: Candidates should ensure that their Name, Father’s Name, Date of Birth should exactly match as recorded in Matriculation or equivalent certificate. Any deviation found during Document Verification will lead to cancellation of candidature and also to debarment. In case any candidate has formally changed the name, then gazette notification or any other legal document, as applicable should be submitted at the time of Document Verification. Such candidates should indicate their changed name. However other details should match with the matriculation certificate.

NOTE-ll:Candidates are advised to indicate their active mobile number and valid e-mail ID in the ONLINE application and keep them active during the entire recruitment process as important messages will be sent by email and on mobile which will be deemed to have been read by the candidates.

10.3. The examination fee of Rs. 500 for each category (For candidates mentioned in Para 9.2 ₹ 250) should be paid ONLINE using internet banking or debit/credit cards (service charges apply for all which will be borne by the candidates). After making payment of fee relevant details are required to be filled in the prescribed column of the ONLINE application.

10.4. Candidates are required to upload their scanned colour photograph in Scout & Guide uniform of size 3.5cm x 3.5cm (Black & White photograph is prohibited) in JPEG format and 20 Kb to 30 Kb at appropriate place of website.

10.5. Candidates are required to upload their scanned Signature (in English or in Hindi) in JPEG format of size 10 Kb to 15 Kb on website.

NOTE: – Photographs: The colour photograph in Scout & Guide uniform of size 3.5 cm X 3.5 cm in JPEG format of 20 Kb to 30 Kb (not earlier than three months from the date of notification), with clear front view of the candidate without sunglasses, should be uploaded. Candidates may note that their candidature may be cancelled at any stage in case of uploading old/unclear photograph or Signature in Capital Letter or variations between photograph uploaded and the actual physical appearance of the candidate. Candidates are advised to keep two additional copies of the same photograph ready with them for bringing along with e-Admit Card and valid Photo ID at the time of examination.

10.6. During submission of ONLINE application, a Registration Number will be issued to each applicant. Candidates are advised to preserve/note their Registration Number for further stages of recruitment process / correspondence with RRC concerned.

NOTE-I:- Applications which are illegible, Mandatory columns not filled, incomplete, unsigned, signed in capital letters, without photo of candidate, not having requisite fee (if applicable) are liable to be rejected.

NOTE-II:- In case the application is rejected, candidates will be able to view their status ONLINE on the website of RRC concerned along with the reasons for rejection(s). SMS and e-mail alerts shall also be sent to the candidates on their registered mobile number and e-mail ID, as indicated in their ONLINE application. Candidates whose application/ candidature are rejected will NOT be intimated by post.

NOTE-III:- To avoid last minute rush, candidates are advised in their own interest to submit ONLINE application much before the closing date since there may be a possibility of inability/failure to log on to the website of RRC concerned on account of heavy load on the internet or website jam during last days.

NOTE-IV:- Railway Recruitment Cell does not accept any responsibility for the candidates not being able to submit their application within the last day on account of aforesaid reasons or any other reason.

10.7. DOCUMENTS TO BE UPLOADED:

10.7.1. Copy of the certificate in support of age proof.

10.7.2. Copy of Educational qualifications certificate.

10.7.3. Copy of the certificate regarding President Scout/ Guide / Ranger / Rover OR Himalayan Wood Badge (HWB) Holder in any section.

10.7.4. Copy of the certificate of two event at National level ORAII India Railways’ level.

10.7.5. Copy of the certificate of two events at State level.

10.7.6. Copy of certificate regarding active member of a Scouts organization for at least 5 years. The ‘Certificate of Activeness’ should be as per Annexure ‘C’

10.7.7. List of Scouts & Guides certificates as mentioned in Para 5 (C) (Marks of Scouts & Guides certificates as prescribed will be awarded only on providing the original certificates as mentioned in the list on being declared pass in written examination)

10.7.8. Copy of No Objection Certificate (NOC) issued by their employer in case of serving employee.

NOTE:- No print-out/hard copy of application complete in all respect and/or SC/ST certificate needs to be sent to the office.

11. INVALID APPLICATIONS/REJECTIONS: Candidates are requested to read all instructions thoroughly before submitting ONLINE application. Otherwise their applications are likely to be rejected on one or more of the following reasons. In case the application is rejected, candidates will be able to view their status ONLINE on the website of RRC along with the reasons for rejection(s). SMS and e-mail alerts shall also be sent to the candidates on their registered mobile numbers and e-mail IDs, if indicated in their ONLINE application. Candidates will not be intimated by post regarding the reason(s) of rejection.

11.1. Application without signature/signature in capital or spaced out letters.

11.2. Application without Colour photo in uniform (or) photo wearing Goggles, disfigured, small size or unrecognizable or Photostat copy.

11.3. Not possessing the prescribed Educational qualification.

11.4. Not possessing the prescribed Scout & Guide qualification for the post(s) on the date of submission of application.

11.5. Over-aged or under-aged or Date of Birth not filled or wrongly filled.

11.6. Candidate’s name figuring in the debarred list.

11.7. Multiple applications for same post/category.

11.9. Legal Matters: Any Legal Matters arising out of this employment notice shall fall in the legal jurisdiction of Allahabad only.

IMPORTANT INSTRUCTIONS

1. CANDIDATES TO ENSURE THEIR ELIGIBILITY BEFORE APPLYING: The candidates should ensure that they fulfill all eligibility conditions prescribed for the post/examination. Admission of the candidates for the written examination(s) for the posts notified in this notification would be on the basis of the information furnished by them in the ONLINE application. If at any stage of recruitment or thereafter, it is found that any information furnished by the candidate in his/her application is false /incorrect or the candidate has suppressed any relevant information or the candidate otherwise does not satisfy the eligibility criteria for the post(s), his/her candidature will be cancelled forthwith.

2. EXAMINATION FEE:

a. ₹500/- (Rupee Five Hundred Only) for all candidates except those mentioned in Para 9.2 below

3. HOW TO APPLY: Candidates are required to apply ONLINE for a particular post/Category on the website of Railway Recruitment Cell, Allahabad http://www.rrcald. org. Detailed instructions for filling up ONLINE applications are available on the website of RRC Allahabad. Brief Instructions to fill up the same are given in Para Nos. 10 and 11 of this notification.

4. APPLICATIONS: The ONLINE application, complete in all respect, can be submitted upto 09.08.2017 till 23.59 Hrs. No physical copy of application is required to be sent to RRC.

Candidates are required to apply only through ONLINE mode. No other mode for submission of application is allowed.

STEPS TO SUBMIT

02. Clickon the “ONLINE FORM” Link.

03. Clickon the “New Registration” link.

04. Fill in the basic details viz. Name, Father’s name, Date of Birth, e-mail Address and Mobile number etc.

05. Follow the instructions and complete the registration process step-by-step forgetting a Registration Number & Password.

06.Login using the Registration Number and Password. Select the post.

07. Fill up other details such as educational qualification etc. Depending upon the educational qualification of the candidate.

08. Pay examination fee (as applicable) online using Credit/Debit Card or Internet Banking.

09. Candidates are required to upload their scanned colour photograph (size 3.5cm x 3.5cm) in JPEG format of 20 Kb to 30 Kb at appropriate placed of website.

10. Candidates are required to upload their Signature (in English or in Hindi) in JPEG format of 10 Kb to 15 Kb at appropriate placed of website.

11. Login with Registration Number and Password in the link for “UPLOAD” and thereafter, upload the file/scanned filled.

12. The Certificate in support of Age proof should be uploaded. The size of the file should be between 150 Kb and 300 Kb (150 DPI).

13. Certificate of Scout & Guide qualification should be uploaded. The size of the file should be between 150 Kb and 300 Kb (150 DPI).

14. Candidates belonging to SC/ST who want to avail the facility of free travel authority (second class Railway Pass) have to upload their SC/ST certificates in the JPEG format. The Size of the file should be between 100 Kb and 200 Kb.

15. Submit the application. Print out the acknowledgement for records.

16. Even after final submission if a candidate wishes to make any modifications, he/she can do before closing date or three days afterfinal submitting which is earlier.
