Scouts & Guides Quota in SECR for the year 2017-18

[For candidates residing in: Assam, Meghalaya, Manipur, Arunachal Pradesh, Mizoram, Nagaland, Tripura, Sikkim, Jammu & Kashmir, Lahaul & Spiti Districts and Pangi subdivision of Chamba District of Himachal Pradesh, Andaman & Nicobar, Lakshadweep Islands and for candidates residing abroad, the closing date for receipt of application by ordinary post will be 05.10.2017 upto 18.00 Hrs.].

Applications are invited from the eligible and meritorious Scouts & Guides candidates in the prescribed format (given hereunder) for filling up of 02 (Two) posts in PB-1 ₹ 5200-20200/- with Grade Pay ₹ 1900/- and 06 (Six) posts in PB-1 ₹ 5200-20200/- with Grade Pay ₹ 1800/- against Scouts & Guides quota – 2017-18 over South East Central Railway.

2. EDUCATIONAL QUALIFICATION:

(I) FOR POSTS in PB-1₹5200-20200/-with corresponding Grade Pay ₹ 1900/-:

12th (+2 stage) or its equivalent examination with not less than 50% marks in the aggregate. (50% marks is not to be insisted upon in case of ST/SC/Ex-Serviceman and for candidates who possess higher qualifications such as Graduation/Post Graduation etc.) (or) Course Completed Act Apprentices / ITI passed. No other qualification including Diploma in Engineering will be accepted as an alternative qualification.

(II) FOR POSTS in PB-1 ;₹ 5200-20200/-with corresponding Grade Pay ₹ 1800/-: Minimum 10th pass or ITI or equivalent OR 10th pass plus National Apprenticeship Certificate (NAC) granted by NCVT OR 10th plus ITI.

3. SCOUTING/GUIDING QUALIFICATIONS:

{The following Scouting & Guiding qualification will be applicable for both posts in PB-1 ₹ 5200-20200/- with corresponding Grade Pay ₹ 1900/- and posts in PB-1 ₹ 5200-20200/-with corresponding Grade Pay ₹ 1800/-}.

Candidates should be: (i) A President Scout/Guide/Rover/Ranger OR Himalayan Wood Badge (HWB) holder in any section, (ii) Should have been an active member of Scouts Organization for the last 5 (five) years. The ‘Certificate of Activeness’ should be as per Annexure-A; (iii) Should have attended two events at National Level OR All Indian Railways Level. (iv) Two events at State Level.

[Note: Candidates having no Scout & Guide qualifications as at 3 above need not apply].

4. AGE LIMITS:

4.1 FOR POSTS in PB-1 ₹ 5200-20200/-with corresponding Grade Pay ₹ 1900/-: Candidates should have attained age of 18 years and should not have completed 28 years as on 01.01.2018. The upper age is relaxable by 03 years for candidates belonging to OBC communities and by 05 years for candidates belonging to SC/ST communities.

FOR POSTS in PB-1 ₹ 5200-20200/-with corresponding Grade Pay ₹ 1800/-: Candidates should have attained age of 18 years and should not have completed 31 years as on 01.01.2018. The upper age is relaxable by 03 years for candidates belonging to OBC communities and by 05 years for candidates belonging to SC/ST communities.

4.2 EXTENT OF AGE RELAXATION:

4.2.1 Serving Railway employees who have put in three years of continuous service and substitutes who have put in three years of continuous service or three years in broken spells in the Railways:

4.2.4 Staff of Quasi Administrative Offices of Railway Organizations: Relaxation of age will be to the extent of 5 years (or) service rendered by them in such organizations whichever is less.

4.2.5 Ex-servicemen candidates: Relaxation of age will be to the extent of service rendered by them in Defence services plus 3 years provided they have put in a minimum of 06 months service after attestation and upto the age of 40 years for reservists not employed in Government Service.

Note: (i) Specific category and place of posting will be decided by the South East Central Railway Administration at the time of offering appointment to the selected candidates. (ii) The posts are open to all candidates. All the eligible candidates belonging to all categories (UR, OBC, SC/ST etc.) may apply for the posts notified. (iii) Candidates belonging to SC/ST communities should produce a community certificate in the format given in Annexure-D of this Notification. (iv) Candidates belonging to OBC community should produce a community certificate in the format given in Annexure-E of this Notification. In addition the OBC candidates should enclose self-declaration of non-creamy layer status in the proforma given in Annexure-F. (v) Serving employee and Staff of Quasi Administrative Offices of Railway Organizations: “No Objection Certificate” and “Bonafide Certificate” giving the length of regular service etc. from the employer should be attached. (vi) Divorced/Judicially separated Women: Copy of Decree from the competent court of law for having divorced/judicially separated along with an Affidavit that she has not remarried, should be enclosed. (vii) Widow: Death certificate of her husband together with an Affidavit to the effect that she has not remarried since should be enclosed. (viii) Ex-Servicemen: Discharge certificate should be enclosed. (ix) Persons with Disability: Competent Authority to issue a Disability Certificate shall be a Medical Board duly constituted by Central or State Government consisting of at least three members out of which at least one shall be specialist in the particular field for assessing Locomotor/Cerebral/Visual/Hearing Disability, as the case may be.

5. HOW TO APPLY:

(i) Candidates should apply in the format given. The application should be filled in own handwriting. One passport size photograph of the candidate should be pasted in the specified space on the application form, duly cross signed on the top by the candidate. (ii) Two passport size photographs (same as fixed in the application form) should be clipped along with the application form. (iii) All copies of certificates in support of age, caste, educational qualification, other qualification should be self attested and enclosed along with the application form. (iv) Copies of certificates in proof of participating in Scouts/Guides activities should be self attested for respective wings and ‘Certificate of Activeness’ for the last 5 (five) years and continuation certificate as active member be signed by the District Commissioner (Scouts) for Scouts Wing and District Commissioner (Guides) for Guides Wing and enclosed along with the application form. (v) Examination Fees: (i) For all candidates except those mentioned in sub para (ii) below:₹ 500/- (Five Hundred only). (ii) For Candidates belonging to SC/ST communities, Women, Ex-servicemen, Minorities {Muslims, Christians, Sikhs, Buddhists and Zoroastrians (Parsis)}, Persons With Disabilities, and those belonging to economically backward classes:₹ 250/- (₹Two Hundred Fifty only) refundable to those who actually appear in the written examination. The fee is Payable through Challan on State Bank of India, Main Branch, Bilaspur (CG.) {Branch Code No. 0336} against Railway Recruitment Cell/SECR/Bilaspur’s Account No. 33344526197 through any Branch of State Bank of India [FORMAT OF CHALLAN IS AVAILABLE AT ANNEX. (H) OF THIS NOTIFICATION]. The candidates applying for both the posts (i.e. GP ₹ 1900/- and GP ₹ 1800/-) have to pay the fees separately. Candidates belonging to economically backward classes mean the candidates whose family income is less than ₹ 50,000/- per annum. The following authorities are authorized to issue income certificates for the purpose of identifying economically backward classes: a) District Magistrate or any other Revenue Officer up to the level of Tahsildar. b) Sitting Members of Parliament of Lok Sabha for persons of their own constituency. c) Union Minister may also recommend for any persons from anywhere in the country. d) Sitting Members of Parliament of Rajya Sabha for persons of the district in which these MPs normally reside. Note: BPL Card or any other certificate issued by Central Government under a recognized poverty alleviation programme or Izzat MST issued by Railways will also be valid. (vi) The format of Income certificate to be submitted by candidates of economically backward classes is annexed at Annexure ‘C’. (vii) Serving employees should submit their applications through proper channel as per extant rules. (viii)More than one application in one envelope and more than one application for same category from one candidate will be summarily rejected.

6. WHOM TO APPLY:

(a) For recruitment to the posts in PB-1 ₹ 5200-20200/-with corresponding Grade Pay₹ 1900/- and also for posts in PB-1 ₹ 5200-20200/- with corresponding Grade Pay ₹ 1800/-, application should be addressed and sent by ordinary post to “Assistant Personnel Officer (Recruitment), Railway Recruitment Cell, R.T.S. Colony, Near Kendriya Vidyalaya, S.E.C. Railway, Bilaspur-495 004, Chhattisgarh” or should be dropped in the box provided at the Office of Chairman, Railway Recruitment Cell(RRC), R.T.S. Colony, Near Kendriya Vidyalaya, Bilaspur, within closing date and time i.e. 18.00 hours of 25.09.2017. Application is to be sent through ordinary post only or to be dropped in the Drop Box provided in RRC Office. Applications sent through Registered/Speed Post or Courier will be rejected.

(b) A candidate may apply both for the posts in PB-1 ₹ 5200-20200/- with Grade Pay ₹ 1900/- and for posts in PB-1 ₹ 5200-20200/- with Grade Pay ₹ 1800/-. However the applications for different categories should be placed in separate envelopes.

(c) The envelope containing the application should be clearly superscribed “Employment Notice No. P-HQ/RRC/762/2017-18; for Recruitment against Scouts & Guides Quota over South East Central Railway” mentioning the Group/Grade Pay for which applying.

7. MODE OF SELECTION:

7.1 Performance of the candidates who apply in response to the notification(s) against Scouts & Guides Quota for both GP ₹ 1900/- and GP ₹ 1800/- and whose applications are found in order shall be assessed on the following basis:-

(i) Written Examination: {Consisting of objective questions (Multiple Choice) on Scouts & Guides Organization, its activities, General Knowledge for 40 (Forty) marks and one essay type question for 10 (Ten) marks} Syllabus detailed below at 8 50 Marks
(ii) Scouting Skill Assessment 10 Marks
(iii) Marks on certificates 40 Marks

7.2 Before posting against any working post the selected candidate should pass the medical examination prescribed for the post.

7.3 Call letters will be sent to eligible candidates for written examination. Date of written examination will be announced later. Written examination for posts both in PB-1 GP ₹ 1900/- and GP ₹ 1800/- shall be conducted by HQ. After scrutiny of application received on or before the cut off date, the list of eligible candidates and updates will be displayed in the website of South East Central Railway website www.secr.indianrailways.gov.in on 23.10.2017.

9. Enclosures: Candidates should enclose the following documents along with original application: (i) Xerox copies of all educational qualifications containing Date of Birth proof duly self attested. (ii) The ‘Certificate of Activeness’ as at Annexure-‘A’ in original duly signed by authorities as mentioned therein. (iii) Xerox copies of all Scouting/Guiding events/courses attended, duly self Attested as at Annexure – ‘B’. (iv) Income Certificate as per format at Annexure – ‘C’for economically backward candidates who claim for refund of fees. (v) Candidates belonging to Scheduled Castes and Scheduled Tribes should submit the caste certificate as per format at Annexure – ‘D’.(vi) Candidates who belong to OBC Category should submit OBC Caste Certificate in the format as at Annexure – ‘E’.OBC caste certificate in any other format will not be accepted. OBC Candidates not submitting OBC caste certificate in requisite format or/and self Declaration of Non-Creamy layer status will be considered as Genl. [UR] candidates subject to their fulfilling other conditions of UR Candidates. (vii) OBC candidates should submit Self Declaration of Non-Creamy Layer Status in the format as at Annexure – ‘F’.(viii) Self Declaration of Minority Community by candidates belonging to Minority Community as per format at Annexure – ‘G’. (ix) ‘No Objection Certificate’ from Competent Authority for the serving employees. (x) Disability Certificate for PH candidates issued by a Medical Board duly constituted by Central or State Government consisting of at least three members out of which at least one member shall be specialist in the particular field for assessing Locomotor/Cerebral/ Visual/Hearing Disability, as the case may be. (xi) Original copy of Challan for payment of fees as atAnnexure-‘H’.

10. The decision of Railway Recruitment Cell in connection with selection will be final. No correspondence will be entertained from candidates who are not selected. The Railway Administration will not be responsible for any postal delay or wrong delivery. Canvassing in any form will disqualify the candidate. Candidates can log on to South East Central Railway website www.secr.indianrailways.gov.in for updates regarding the recruitment.

The applications in which there are material irregularities such as unsigned, incomplete, illegible, without active membership certificate, without all enclosures, without examination fee as prescribed, not in prescribed format, without self attested copies of certificates/testimonials and the application which in the opinion of Railway Administration are otherwise invalid, will be rejected without any refund of fees.
